In fig.1, the holes are at equal height from the base. Hence, equal pressure is acting on each of the holes making the water squirt at similar distances. This is however not the case in Fig.2 as all 3 holes are from different heights from the base. As hole 1 is closest to the base, the it has the most pressure on top of it and hence squirts water the furthest. Vice-Versa with hole 3.
