By the law of conservation of angular momentum, the total angular momentum of the whole system will remain constant throughout the motion when there is no net external torque on it.
Thus we can say that the angular momentum of the system will be conserved. hence angular velocity will be inversely proportional to the distance from the sun.
Therefore at point A, planet will have maximum angular velocity as the distance from the sun is minimum.
