The one who gets more favorable votes by the citizens, the majority party rules the election. If they perform bad they can also be removed by the people.

On a certain time period the government changes.

The government may be either unitary or federal.

In a non-democratic country their is dictatorship, the whole power are held by government & to change government they had to do war .

In democracy their is a chance of reduction of the war.

If one of the two government is non democratic then also their is a political war.

Hence, Statement 2 & 3 are correct.
