Y - y1 = m ( X - x1 )

Here x1 = -3 , y1 = 4

And

m = (7 - 4) / (2+3)

m = 3/5

m = 3/5

So, equation of line is

Y - 4 = 3/5 ( X +3 )

5y - 20 = 3x + 9

3x -5y + 29 = 0
