Yes it is right beacuse if we draw a tangent to a cirlce the point of contact will be 90 degree and then we join OP it will become a right angled triangle in which tangent 'P' will be the perpendicular and OP will be the hypotenuse.

And in right angled triangle hypotenuse is the largest side......
