Circumstances leading to the outbreak of revolutionary protest in France are:-

  • French society in the eighteenth centuary  was divided into three estates      namely the clergy ,the nobles and the third estate . First two estates enjoyed privilages by birth and third estatehad to pay taxes.
  • long years of war has drained the financial resources of France , the debt was more than 2 billion livres . for this the government increased taxes which angered the people.
  • The population of France also increased from 23 million to 28 millionin 1789.Food grains were then in great demand.
  • A  new middle class emerged as   educated  and wealthy during the eighteenth centuary . They believed that no group should be given privilages by birth but by merit.
  • louis xiv called together an assembly of estates general to pass proposal for new taxes .Third estate  protested against  this proposal but as each estate has one vote , the king rejected this appeal.
