in case of an original cylinder:

volume of an original cylinder =

\pi \: r  {}^{2} h

r = radius

h = height

in case of a new cylinder:

radius = 2r

height = h / 2

volume of the new cylinder will be

\pi4r {}^{2} { \frac{h}{2} }

\pi2r {}^{2} {h}

ratio of the original and new cylinder will be:

 \pi \: r {}^{2} h \:  \div  \: \ \: \pi2r { \: }^{2}  {h}

 \frac{1}{2}

so, the radio will be: 1:2
