according to me I think perennial canal irrigation is a better one ....as you have water supply throughout the year ,and wide variety of crops can be grown in anytime of the seasons due regular supply of water........

Perennial Canals are batter because Inundation Canals are helpful only during floods, and the water supplied by them is also uncertain.Whereas Perennial Canals are useful throughout the year.
