Oi does not mix in water. however,oil and water become homogeneous if a sufficient quantity of detergent is added.

It is because :

Oil is less dense than water hence it floats, but ,on adding detergent, the density difference between the oil and water reduces as the molecules of oil scatter on reacting with the detergent and hence a homogenous mixture of oil and water is formed.
