In my words, I think this is because when oil spills it surely isn't good to even drink raw. So, just think the fishes who don't even put oil in their foods can not breathe/drink it. Oil results into very harmful consequences if the human body consumes it overly. Therefore, the aquatic creatures cannot even digest it. The good thing is water and oil are separated so the oil is on the top layer- making only the fishes who come to the top layer of water drinking oil. Also, the birds who come to drink water result into drinking oil (as oil is the top layer if it is added on water becuase it's density is higher than that of water)
As a result, they die after drinking it because their body isn't made for drinking this.
Thus, oil spills are very harmful and the oil is considered as a pollutant as it pollutes water.
