2 ohm and 6 ohm are in parallel. So, if 3A is passing through 2 ohm then 1A will pass through 6 ohm. Therefore, 4A will be provided to the circuit.
The resultant resistance of the circuit will be (2x6/2+6) + 1.5 = 3 ohm. So, the voltage across the circuit will be V=IR i.e V= 4x3 = 12V
