First of all on hot day every every things get heated due to high temperature. So as roof and open and also get heated which make surrounding uncomfortable. To cool them people sprinkle water.

*When water water is sprinkled on open ground evaporates and takes latent heat of evaporation from heated roof which is required during change of state from liquid to gas. This loss of heat causes surrounding cool.*

Hence to make roof and open ground cool people sprinkle water.
