the stationary boat will start moving as air pressure moves from high to low temperature. the same property is used here to move stationary boat.

The air blown from the fan is a part of the boat. A force acts on the sail of the boat which is equal and opposite to reaction force acting on the fan. So the net force on the system is 0.
