On an equatorial line potential diff is zero so net work done in moving a particle is zero there ..DOES that means electric potential at every point is zero or it is same ????

Answer:No, just because the electric potential is zero at a particular point, it does not necessarily mean that the electric field is zero at that point. A good example is the case of a dipole, which is two charges of the same magnitude, but opposite sign, separated by some distance.h

Electric potential at every point cannot be zero , by only judging the fact that the potential difference is zero at any given point.

This also does not mean that the electric field at that point must be zero.

This may be a case in equi-potential surface where the electric field at every point is zero.  We can also take the dipole, which can be said as two charges of the equal magnitude, but opposite in direction, but separated by a small distance.
