If the equation is to be consistent then

a1/a2 ≠ b1/b2

 \frac{a1}{a2}   = \frac{3}{9}  =  \frac{1}{3}  \\  \frac{b1}{b2}  =  \frac{ - 6}{10}

Since, a1/a2 ≠ b1/b2

so the equation is consistent.
