On crossing 2 heterogenous plants,both dominant and recessive characters are expressed because heterogenous plants contain both dominant and recessive characters and the dominant character is expressed. On crossing the ratio thus obtained as 3:1. In this 1out of 4 plants contains the recessive character.

The law involved is law of segregation because in this 2 allels are present in a heterozygous plant which seperates after gamete formation.
