The best solution would be to open shelters for them. After the initial work of bathing them and taking them to the vet for vaccination and neutered, the process of training them should start. On the completion of training them, they can be put up for adoption. Dogs are the most loved pets of the world. Children love them, and so do many adults. Trained service dogs are used by handicaps.
