Let's assume that the cost price was C
now according to the question
C + (9/100)C = 708.50
C(109/100) = 708.50
C = 708.50/1.09
C = 650
Now for 11%profit
S= (111/100)C
S= 721.5
He must sell it in Rs721.5 to gain 11% profit.
