 \frac{ \frac{16}{21} }{ -  \frac{4}{3} }  \\  \\  =  \frac{16}{21}  \times  -  \frac{3}{4}  \\  \\  =  \frac{16 \times  - 3}{21 \times 4}  \\  \\  =  \frac {-48}{84} \\  \\   = \dfrac{\cancel{ - 48}}{\cancel{84}} \:\:\: on\: cancelling \\  \\  =   - \frac{4}{7}

Hence,

 \frac{ \frac{16}{21} }{ -  \frac{4}{3} }    =   - \frac{4}{7}
