As the entire weight of the body is concentrated on foot which is a small surface area, legs sink.

In wet sand, the air is replaced by the water in the sand, which thickens making it hard under pressure.

When foot is set on wet sand, the pressure is distributed by the wet sand over a larger surface area, making it difficult for the sand to be displaced.

Hence, legs do not sink in wet sand.
