(i) It evolves ever a long time, depending on the nature of its society, its social ad I regional divisions, its history of politics and its system of elections.

(ii) These cannot be changed very quickly.

(iii) Each country develops a party system that is conditioned by its special circumstances I No system is ideal for all countries and all situations.
