Critical velocity is the velocity of liquid flow upto which its flow is streamlined [laminar]and after which it flow becomes turbulent.
In other words , we can say that critical velocity is the speed and direction of flow of liquid through a tube changes from laminar to turbulent.
Factors on which critical velocity depends are as follows:
1. Coefficient of viscosity of liquid.
2. Density of liquid
3. Diameter of pipe through which the liquid flows.
