Answer:it was voted on the basis of one estate one vote.The first and the second stage were exempted from paying taxes,hence all these taxes were extracted by the third estate.In order to win in elections Louis XVI conducted elections in one estate one vote procedure for winning elections and as a result the first and the second estate always favoured him.The third estate sent their estate generals in order to discuss with the king that voting should be done as one man one vote but the king refused from accepting this which gave a rise to the French revolution.
