On which factor a solution is said to be dilute or concentrated?

A solution is a homogeneous mixture of two or more substance.It is said to be diluted when the quantity of solvent is more than that of solute. It is said to be concentrated if the quantity of of solute is more than that of the solvent. It is said to be saturated when no more solute can be added to the solution at a given temperature.
