This states that

" Every action is their having an equal and opposite reaction "

As the Rocket's fuel eject from it's chamber It applies a action force in downward direction. Because of which The ground and the air which gets this force gives the same force as reaction force in upward direction . Because of which The rocket flies up in the sky
