Plasma membrane is selectively permeable membrane. The resting membrane potential occurs across plasma membranes. Due to selective permeability, there is a high concentration of anions present across the cell membrane. This creates Donnan Equilibrium. It is also called as Gibbs-Donnan Equilibrium. In other words, it is an uneven distribution of ions on one side of a semipermeable membrane.

Thus, the correct answer is option C.

The Gibbs–Donnan effect (also known as the Donnan's effect, Donnan law, Donnan equilibrium, or Gibbs–Donnan equilibrium) is a name for the behaviour of charged particles near a semi-permeable membrane that sometimes fail to distribute evenly across the two sides of the membrane.( plasma membrane )
