Once cell division ends, the cells will exist the cell cycle stage. Why is it incorrect to say that these cells are "resting"?

though the cell is not dividing, the metabolic reactions of cell still goes on while it is not dividing. so the stage is apparently resting but the reactions still occurs inside the cell. so it will be incorrect to say cells are resting.
