Protests allow the subjects to believe they have a voice, and that voice is being heard. They may have a voice, and that voice may be heard, but it doesn’t necessarily result in anything other than a day in the sunshine and some much needed exercise. Their voices are nothing more than noise to the rulers.

It gives the subjects the illusion of having some kind of power, and gives them the opportunity to vent their anger and shake their fists at those with whom they are angry. It’s a Pressure-Release Valve for the subjects, and a Safety Valve for the rulers.

It tells the rulers that a portion of the ruled are unhappy about something - which is something they expect to always be the case anyway.

It almost always results in counter-protests, which fuels further division among the subjects, interferes with traffic, and sometimes results in assaults and injuries on both sides of the conflict. The focus of the protest then becomes your fellow citizens, rather than the rulers. This is the ideal outcome for the rulers.

All of these points can be viewed as either advantages or disadvantages, depending upon whether you’re the protestor or the target of the protest.
