It almost always results in counter-protests, which fuels further division among the subjects, interferes with traffic, and sometimes results in assaults and injuries on both sides of the conflict. The focus of the protest then becomes your fellow citizens, rather than the rulers. This is the ideal outcome for the rulers.
All of these points can be viewed as either advantages or disadvantages, depending upon whether you’re the protestor or the target of the protest.
