One member of a committee of 5 men and 8 women resigned and was not replaced. What fraction of the remaining members were men?

For statement 1, if 7/12 of the members are women, then 5/12 must be men (since a member must be a man or a woman, anyone who is not a woman must be a man). 

For statement 2, originally, 8/13 members of the committee are women. Then, if one woman resigns, we're down to 7/12 are women, which means that 5/12 are men (see statement 1's reasoning). 

So, each statement is sufficient by itself, and D is the correct answer.
