3 less than the two times of the other = 2x - 3
Sum increased by 7 = 2x - 3 + 7
According to the question,
x + 2x - 3 + 7 = 37
3x + 4 = 37
3x = 37 - 4
3x = 33

1st number = x = 11
2nd number = 2x - 3 = 19
