Water consists of H2O molecules,i.e all the hydrogen molecules are bonded with the oxygen molecules form a strong bond.
A strong attractive force is built between the molecules which is hard to break.
This requires a lot f energy to break free, this means water has high surface tension.
If there is weak surface tension nothing will float on water.
