This is an ASL prompt for speaking, task 3 . You can say the following lines or something similar in your discussion for the prompt:

Student A: Well, this playing of loud music has become a commonplace nuisance. People in the name of parties, receptions, ladies sangeet, religious functions are blatantly violating the noise pollution norms and laws!
Student B: I agree with you. There is no peace even during night. The worst affected people are the very young babies, old people, patients, and the students!
Student A: I am also the victim of this menace. My neighbour plays very loud music quite late into the night regularly. I often get disturbed in my studies! What should I do?
Student B: Well, you can easily get rid of the problem as the law is with you. Since he is your neighbour, I would advise you to go to him and personally request him to play the music at low volume.
Student A: If he does not stop playing music at low volume in spite of my request, then what should I do?
Student B: Then you can complain to his parents; if his parents turn a deaf dear to your complaint, you can bring the matter to your Councilor. If despite these steps your problem remains unsolved, the last measure is lodging a formal complaint with the local police station. Playing loud music late into the night is illegal and liable to be prosecuted. The police will take the required action.
Student A: Oh thanks! I did not know so much about the laws against noise pollution. I am surely going to act upon your advice. Thanks once again!

I would tell him that I like the fact that he likes to listen to music. As I say this, I will also say that music can be best enjoyed when played softly. Doing this also has the advantage that he will not be causing inconvenience to others. While young children can focus on their studies to prepare for upcoming exams, elders can sleep without any disturbance. At the same time, he can relish his favorite music every night.

I will also check out with him if he has an idea of the noise pollution the loud music is causing and make him understand that this is an offence by law as it can cause various problems like hypertension, sleep disorders and hearing impairment. As he can become a victim to all these problems himself, it is also for his own good that I am requesting him to lower the volume of the music.
