I would say him politely about what he's doing. Say him about the problems. Aware him about it.If he uses more electricity his bill will be increased and it will lead also to other problems. Water shortage is a serious on going social issue. I would say him about the consequences which will happen due to shortage of water. I would say him in a convincing way and not in a harsh way.
