Yes government is responsible for implementing any laws because government having the responsibility to run the democracy and country in a better way we know that for any country development the basics thing is security and behaviour with government is necessary because we know that the government take appropriate decision for country's development. but due to some people and political leaders the laws are not implemented in better way.
