The particles are packed together in solids, so there is hardly any movement because these particles have nowhere to go. As for liquid, there is more space for the particles to spread out. There is more motion in liquids than there is solids, but they are not as free as gas particles. In gases, there is so much room for the particles to fly around. They have free space, and can go in whichever direction they wish.
