One person can solve all the disputes of the village if he's wise. He needs to be respected so that the villagers listen and try to understand him.

He needs to listen to all the concerns of the villagers calmly and should try his best to solve the disputes.

Although, this isn't that easy to do for one person only.

It'll be better if there will be a group assigned to do so.
