It is completely true that one should never look at the Sun. But the reason why we are admonished to not look at the Sun during an eclipse is that it's not obvious to us the danger that we would be in by doing so. We as humans are not able to see all of the wavelengths of light that any light source emits. You may remember hearing the phrase “visible light” there is also lots of invisible light including damaging x-rays and ultraviolet rays Etc. Well, in any case, on a normal day you would automatically turn away from the painfully bright light of the Sun. it's an instinctive thing that we do automatically without thinking. However during an eclipse we are cut off from that instinctive reaction, because we are cut off from the obvious knowledge that there is still damaging and powerful light coming towards our eyes. Therefore, it is necessary to remind people to not look at the Sun during an eclipse. I hope this clears it up for you.
