is there any difference between "THREE TIER GOVERNMENT " and " THIRD TIER OF GOVERNMENT ???
And give the reason along...

In the board paper it was given 'Three Tier government'. The word is usex for Third Tier of government.

But if we use the word Three tier government it signifies the Government which has three tiers.

But in exam according to that question it was used for third tier of Government.
