There is no complex in using both the words as if you know the use of one you can easily come to know the use of other also as they are opposite to each other.

Obligatory- Whatever is mandatory or compulsory by rules or laws and the likes.

Example- It is obligatory for the soldier to salute their officers while on duty.

Non-obligatory - It is opposite of obligatory- not mandatory or compulsory by rules or laws and the likes ...here personal choice can be exercised.

Example- It is non-obligatory for soldiers to salute their officers while they are off the duty.
