The French colonial administration followed a policy. accordingto the policy they fail students in their final year examination so they could not opt for better paid jobs and those who are wealthy the good effort and roll mint in an expensive school and to add to that,very few would pass the school leaving examination in 1925 in a population of 17 million there less than 400 who passed the examination

The French did not wanted full access education to the Vietnamese. They were fear that they might lose their jobs. So only the wealthy Vietnam is good only get the proper education.
