yes this statement is true. per capita income cannot relfect the true state of economic development as it does not tell us about equitable distribution of income amount people.
it is also affected by population of the county . country with high population will have low distribution but country with low population will have high distribution of income.
per capita income also does not tell is about availability of various resources, services and facility that influence quality of life
