optical telescope works on visible spectrum whereas radio telescope works on radio waves, these waves can easily pass through atmosphere without getting absorbed, hence these telescope can be build on ground.
On the other hand, x-ray telescope works on x- rays which can be absorbed by the atmosphere, hence x-ray telescope are only build on satellites which orbits in space where there is no atmosphere.
