Optical and radio waves can penetrate the atmosphere where as x- rays , are of very short

Wave length and hence absorbed by the atmosphere

This is the leason why we can work with optical and radio telescopes on earth's surface , but x-rays astronomical telescopes must be used on the satellite orbiting above the earth's atmosphere
