The order of reactivity of non metals is as follows:
Fluorine (F)
Chlorine (Cl)
Bromine (Br), Oxygen (O)
Iodine (I)
Sulfur (S)
Now the reason for such as Fluorine being high is because of the ability of non metals to receive and gain electrons, the more accepting it is to gain electrons the higher it is on the order of reactivity.

Fluorine is so reactive that glass, water and even metals burn with a bright green flame when fluorine comes in contact with them
