ordinary rubber is an insulatar . But the special types of aircraft are made slightly conducting why is it necessary??

That is because, while in flight, due to air friction charges develop on the wings. The wing is where the fuel tanks are kept. Therefore to avoid any mishaps, the wings are grounded through the landing gears. That is why they are made of conducting material. One can observe sparks being produced when a plane touches down. (close observation)
