By making the rubber slightly conductive it allows any charge to normalise between the tyres and the plane itself in flight, or the plane and ground potential once the plane is on the ground. Tyres of an aircraft is mot made up of ordinary rubbers because a great force is applied on the tyres during landing which an ordinary tyre can not sustain. Answer: during landing due to friction plane gaet charged and also emf induced in plane due to earth magnetic field so tyre of plane are made slightely conductive.
