Its beacause when a airplane lands or takes-off there is much friction between the tyre and the road which might lead to accumulation of charges on the tyre.
In such a case the tyre may create a spark with any conductor such as as planes body.
To prevent this the tyres are conducting so that the charges are dispersed.
