ordinary water boils at hundred degree Celsius can it be made to boil at 98 degree Celsius or 103 degree Celsius

By increasing pressure, water boils at higher temperatures
By decreasing pressure, water boils at lower temperatures

The boiling point depends on pressure, it is only 100 °C at a pressure of 1.01 bar. Actual pressure varies with the weather and height above sea level. At a pressure of 0.95 bar, water will boil at 98 °C.
