The sequence should be as follows.
Cell level ( the basic building block of organism)
Tissue level ( the larger division...when cell join to form tissues)
Organ level (tissues join up to form the organs performing certain function)
system level ( the largest classification in which different organs join to form a system and work together for the body to work)

According to the sequence firstly cell level comes. Which is the basic functional and structural unit of every life form.
After that Tissue level comes in which many cells joins to form a tissue in order to perform a similar function.

Then in the third Organs level comes in which different tissues joins together to perform the  bigger function like Heart is a organ.

And finally system level comes in which organs of different kind along with cells and tissues perform a much bigger function by coordination and moves a whole system
