This is aromatic nucleophilic substitution reaction [SNAr} if electron withdrawing group is present on ortho and para position then the rate of aromatic nucleophilic substitution reaction increases. electron withdrawing group withdraws electron from benzene ring due to resonance, so the electron deficiency create on ortho and para position .hence nucleophile easily gets an attack on electron-deficient site.
